I lived in that area from 97 through 2008. A lot of the coaches don't even like each other. Coach Jackson from Salem and Coach Beatty from Landstown (Damon and Percy) were not popular among their peers. Don't know if all the coaches in that area would collude to keep FSU out. Also the Peninsula area which primarily consists of Hampton (Tahj Boyd, Ronald Curry) and Newport News (Michael Vick, Allen Iverson) is widely considered a separate area. I would doubt they would be part of any collusion either. Lastly UVA's recruiting prowess in that area started when Coach London arrived. One of the first things he did was start a joint camp with ODU Coach Wilder. It was mutually beneficial, as ODU was just starting its program. This got London easy access to the players but more importantly the coaches in the area.
