Kids film doesn't show a 3 star! Is his rating low because of academic concerns?

Here is the background on Jackson.

Originally went to Northeast H.S. Was ruled academically ineligible as a Sophomore, and transferred to Boyd Anderson. He sat out his Junior season, worked diligently with tutors and teachers to pull his grades up. He was a beast this season for the Cobras. Had 5 interceptions (Returning two for touchdowns), had 3 more touchdowns on special teams (2 kick returns, 1 punt return.) Also had 32 receptions for 639 yards and 10 touchdowns on offense.

He is taking the ACT for the first time this month, and has a 2.2 GPA. So him becoming qualified shouldn't be a problem if he wants it bad enough (Studying, taking it seriously, continuing to work in class.) 6-2/180, athleticism, ball skills, instincts. This is a big-time commitment for Florida State. Assume he was never ineligible and dropped off of the grid for almost two-years. This kid would be a 4-star easily, just to put it in perspective.
