No. There will never be another Kobe. Just like there will never be another mike. Kobe Bryant in my opinion is the most skilled offensive player ever. Kobe constantly improved his game and has never let up on his body or his game.

Wiggins comes here. At FSU he's the featured player for a year before being a top 3 pick.
At Kentucky or Carolina, he's a role player for a year who won't average the same kind of numbers he'll have at FSU. Might be a top 10 pick instead of top 3.
